So, you're looking for new members? Well this is the place to advertise your faction. Here are some tips:

Post an informative topic in this forum that encourages people to join, and tell them why they should join.
Tell people where your faction is located, and if you are looking for builders, soldiers, etc
If you really want new users, consider posting a topic on minecraft forums in this topic: http://www.minecraftforum.net/forum/49-starting-up-looking-for-server/
